It allows the province to nominate eligible applicants for Canadian permanent resident status based on local economic and labor market needs. Due to its vibrant economy, pleasant climate, and large immigration capacity, the BC PNP has long been one of Canada&#039;s most popular provincial nominee programs. After receiving a BC nomination, combining it with the federal Express Entry system automatically adds 600 CRS points to the applicant&#039;s score, essentially securing their eligibility for the next round of federal invitations.<\/p>\n<p>Major BC PNP Update in 2026<\/p>\n<p>On April 23, 2026, the BC Provincial Nominee Program (BC PNP) announced a major structural adjustment, involving the closure of multiple immigration pathways and the reorientation of key industries, marking a new phase of highly precise targeting in the BC PNP policy.<\/p>\n<p>Three Core Priorities: The BC PNP has redefined its priorities, replacing the previous decentralized structure. The goal is to ensure that the vast majority of nominations go to those most essential to the province&#039;s economic development and key social sectors.<\/p>\n<p>35% nominations will be allocated to areas outside Greater Vancouver: At least 35% nominations will be allocated to candidates who live and work outside the Greater Vancouver area to encourage development in remote communities on the Outer Island and inland and to alleviate the pressure of severe labor shortages in such areas.<\/p>\n<p>The Entry Level and Semi-Skilled Stream (ELSS) is officially closing: The original entry-level and semi-skilled worker category (including tourism, hospitality, food processing, long-haul freight, etc.) will be officially closed in 2026. Applicants in this category will be forced to switch to other skill streams or apply in other provinces.<\/p>\n<p>The reform of student categories has been completely suspended, and the new pathway for international students has been shelved.<\/p>\n<p>The three-category replacement scheme for international students (i.e., undergraduate, master&#039;s, and doctoral pathways), originally planned for launch in January 2025, has been officially cancelled. This means that there will be no new provincial nomination pathways for direct international students in the short term.<\/p>\n<p>However, based on recent guidance, the historical positioning of the International Graduate Stream and International Post-Graduate Stream appears to have been frozen by policy and is no longer open to new registrations. The only remaining pathway for Master&#039;s and Doctoral applicants is limited to applicants graduating from designated Canadian institutions, who are still eligible for targeted invitations through the Skilled Worker category, provided they meet specific employer offer requirements.<\/p>\n<p>2026 Quota: The federal government has allocated 5,254 places to the BC PNP in 2026, an increase of approximately 31% compared to the initial quota of 4,000 in 2025. However, this is lower than the total number of places actually used in 2025 (approximately 6,214, including two increases), indicating that competition remains extremely
