Program Overview

A. Project Description

Egypt implements a strict dual-license system of "work permit + residence permit." Visas are entirely dependent on the employer, and working on a business visa is strictly prohibited. The new law introduces a quota system for foreign workers under the 10% visa (except for special exemptions).

B. Required conditions for applicants

• Employer Qualifications: The company must be legally registered in Egypt and have no outstanding taxes. For "investment visas" (a visa category enjoying special privileges under investment law), the registered capital is typically no less than US$500,000.
• Job restrictions: Tour guides, customs clearance, and similar positions are completely prohibited for foreigners. For ordinary positions, proof is required that "no suitable Egyptian is available."
• Personal documents: Passport must be valid for more than 18 months; academic/employment certificates must be double-authenticated; medical examination must include HIV testing; some positions require a criminal record check.
• Salary threshold: There is no uniform statutory minimum wage, but the contract salary shall not be lower than the median of the industry guidance price published by the Ministry of Labor.

C. Recommendation

• Quotas and Compliance: Foreign employees will be strictly limited to no more than 10% of the total workforce (except for highly skilled workers). They may not begin work before their work permit is approved, and they may not work for multiple employers.
• Time Planning: The entire process may take 2-10 months. Standard work permit approvals typically take 4-8 weeks, but those involving security reviews and quota approvals may take longer. It is recommended to allow ample time.
• Professional Support: The process involves the Department of Labour, the Government of Foreign Investment in the United States (GAFI), and the Immigration Service, and the laws have just been updated. It is recommended to engage a professional law firm or consulting firm (EOR) to handle the process to avoid visa refusal due to errors in document format or procedures.
• Advantages of the “Investment Visa”: If you qualify as an executive or make a large investment (such as an investment visa which generally refers to an investment of no less than US$200,000), you can apply for an “Investment Visa” to be exempt from the 10% employment quota restrictions, and the processing procedure is also faster.

D. Egyptian work and residence permit application process

It is mainly divided into two stages: applying for a work permit overseas and changing residency status within the country.

Phase 1: Overseas Application and Entry (approximately 4-8 weeks)

1. Employer Application: The employer submits an application and company documents to the Department of Labor to obtain "pre-approval of work permit".
2. Embassy visa stamping: Apply for an entry visa from the Egyptian Embassy in China with the approval document. It is usually a temporary visa with a validity of 2 months.

Phase Two: Post-arrival transition (approximately 2-4 weeks)

1. Medical examination and registration: Register with the provincial immigration office within 7 days of entry and complete the required medical examination.
2. Obtaining Documents: Go to the Ministry of Labor to exchange for a formal "Work Permit" (one-year validity), and then go to the Immigration Bureau to issue a "Residence Permit" with the same validity period as the work permit.
3. Social Security Activation: You need to apply for a Social Security Number (NIN) and match it with bank statements; otherwise, salary payments may be restricted.

Fees and renewals: Initial fees range from 5,000 to 150,000 Egyptian pounds (depending on occupation and reciprocity). Renewals are usually processed one month before expiry, and fees may increase annually.
