If you complete at least one academic year of study and receive a long-term job offer, or complete a Master's/Doctoral degree and complete an internship, you may have the opportunity to apply for provincial nomination directly without a points-based system. Currently, at least six months of work experience after graduation is required.
In addition, the MPNP also offers the Overseas Skilled Worker (SWO) category and the Business Entrepreneur (BIS) category:
• Skilled Worker Overseas (SWO) Category: Primarily for applicants from outside Canada. A prerequisite is receiving an invitation through Manitoba's Strategic Recruiting Program (such as an overseas recruitment event) or having a close relative residing in Manitoba.
• Business Investor Stream (BIS): For entrepreneurs. Requires a net worth of at least CAD 500,000 and investment in Manitoba, including:
• Investment amount (CAD 250,000 for the Greater Winnipeg area, CAD 150,000 for other areas).
• Language CLB 5.
• Have at least 3 years of experience as a business owner or senior executive within the past 5 years.
B. Required qualifications for applicants
The MPNP uses an Expression of Interest (EOI) scoring system. C. Recommendation

D. Manitoba Provincial Nominee Program (MPNP) Application Process
The core process of MPNP consists of four steps:
1. Step 1: Create and submit an Expression of Interest (EOI)
• Create an account on the MPNP website and fill out the EOI (Expression of Interest) form online.
The system will automatically generate an EOI score based on the information you fill in.
2. Second step: Wait for and receive an application invitation.
• If your EOI score is high enough, you will receive a letter called "Letter of Advice to Apply (LAA)" during the MPNP's routine screening (usually the EIO lottery).
• Only after obtaining an LAA can you proceed to the next step: submitting a complete provincial nomination application.
3. Step Three: Submit a complete provincial nomination application
• After receiving the LAA, you usually need to submit all supporting documents online through the MPNP website within 60 days.
The official processing time is generally 9-12 months. You can also apply for expedited processing for CAD 500 if you can prove that there is an urgent need for processing.
• During this period, Manitoba may require you to have an interview.
4. Fourth step: Obtain provincial nomination and submit federal permanent residency application.
• If your application is approved, you will receive a "Provincial Nomination Certificate" [4†L14].
