New framework (Bill 30, effective May 30, 2026):
• Integrated Employer Job Opportunities Pathway: Merging the existing three employer-driven categories, with two pathways: TEER 0-3 (senior management, professional and technical positions) and TEER 4-5 (frontline service, manufacturing, construction, nursing and other in-demand positions).
• Priority Healthcare Pathway: Open to healthcare professionals already registered with Ontario regulatory agencies, no employer sponsorship required, covering more than 20 occupations including nurses and pharmacists.
• Entrepreneur Stream: For business owners and entrepreneurs who are already operating in Ontario, focusing on evidence of actual business operations rather than investment amount.
• Outstanding Talent Pathway: This pathway is designed for elite talents with top achievements in fields such as scientific research, technology, culture and arts. It breaks through the limitations of standard scoring and involves cross-disciplinary expert review.
🔢 B: Scoring Mechanism
The reformed EOI system now operates on the principle of "first target, then score": officials first screen target groups by industry, occupation, education, and place of residence, and then invite them by ranking them by score.
The following are the current EOI score requirements for some channels, for your reference:
• Master's Graduate Pathway: Latest draw (2026/04/22) increased by 61 points, PhD by 56 points. Example: STEM Master's degree + work permit + location outside the Greater Toronto Area + CLB8 can reach approximately 54 points.
• Foreign worker categories: Different selection criteria apply to different categories, such as medical and early childhood education (36 points).
• Skills in short supply: 34-36 points for targeted selection, and generally 50 points or above for non-targeted general selection.
• Regional bonus points: You can get bonus points if your work/study location is outside of Toronto.
