A. Project Description: What is Australian permanent residency?
Permanent residents retain their original nationality and have indefinite residency rights in Australia. Core rights include: indefinite residency, freedom to work and study, participation in Medicare, sponsoring family migration, and free entry and exit for five years (after which a resident return visa is required). Major restrictions are: no Australian passport, no voting rights (except in specific circumstances), and no eligibility for government work or student loans.
B. Required qualifications for applicants (four main pathways)
Currently, the main application pathways for 2026 fall into the following four categories, each requiring the fulfillment of corresponding core standards:
1. Skilled Migrant Visa (Points-Based/Invitation-Based)
For highly educated individuals whose occupations are on the list, an Expression of Interest (EOI) score of at least 65 points is required. This includes three categories:
• 189 Independent Skilled Migrant Visa: Permanent residency in one step, no geographical restrictions, most competitive.
• 190 State Nomination: Permanent Residency in one step, requires a commitment to reside in the sponsoring state, and earns an extra 5 points.
• 491 Regional Sponsored Visa: 5-year temporary visa, after 3 years you can apply for 191 permanent residency, plus an extra 15 points.
2. Employer sponsorship (work/experience driven)
Suitable for those with work experience; no scoring required. Includes:
• 186 Permanent Residency Visa: Direct PR status, requires 3 years of experience + skills assessment + age under 45.
• 482 SID Temporary Visa: Apply for permanent residency after working for an employer for 2 years, requiring 1 year of experience and an IELTS score of 5.
• 494 Regional Sponsored Visa: 5-year temporary visa, which can be converted to 191 permanent residency after 3 years.
3. Family reunification (driven by kinship)
• Spouse visa: Requires sponsorship from an Australian PR/citizen spouse, with applications accepted onshore (820/801) or offshore (309/100), and proof of a genuine and long-term relationship is required.
Parent immigration: Children need to have settled in the country for 2 years and meet the family balance test. The 143 contributory visa is faster (about 12 years), while the 103 visa has an extremely long waiting time (about 30 years).
4. Global Talent/Investment
• NIV National Innovation Visa: No age or language requirements, open to top global talent (researchers, entrepreneurs, investors).
C. Core Recommendations and Tips for Avoiding Pitfalls
• Skills assessment first: Skilled immigrants must first undergo a skills assessment, which is the entry ticket and takes 2-6 months.
• Age lock-in period: Most permanent residency pathways require applicants to be under 45 years old, and the older the applicant, the lower the score.
• Bonus points combination: If your score is insufficient, you can add points through "Professional Year + NAATI Translation + Community Language"; or by using the study in a remote area/state sponsorship to add points.
• Policy timing: The transition from a 491/494 visa to a 191 visa has no income requirement, presenting a favorable window of opportunity. Competition for 189 visas is fierce; it is recommended to consider 190/491 visas simultaneously.
D. Australian Permanent Residency Application Process (Standard Steps)
The following standardized process is typically followed:
Step 1: Determine the plan and conduct an evaluation
• Determine the nominated occupation (on the MLTSSL/STSOL/ROL immigration lists).
• Self-assessment score (age, English proficiency, years of work experience).
Step Two: Core Preparation
• For English proficiency tests: IELTS 6 in each section is the minimum requirement.
• Conduct a professional title evaluation: Submit proof of academic qualifications and work experience to the designated institution.
• Required documents: Passport, birth certificate, and criminal record check.
Step 3: Submit an expression of interest and wait for an invitation.
Submit your Expression of Interest (EOI) in the SkillSelect system.
• Waiting for an invitation from the immigration department or state government (the timeframe is uncertain, and higher scores are given priority).
Step 4: Submit your visa application
• Submit your visa application formally within 60 days of receiving the invitation.
• Undergo a medical examination and pay the visa fee.
Step 5: Approval and Login
• After the visa is granted, check the visa terms and the first entry date.
• Log in on time to activate your PR status.
