Program Overview
Project Description
• Policy nature: Permanent residency card can be obtained in one step through "donation + home purchase (or rental)", with no residency time requirement (only a card renewal is required every 5 years).
• Purchase requirements: Purchase a property in Malta or Gozo for no less than €300,000 (€270,000 for certain southern/Gozo areas), hold it for 5 years before selling, but must retain another eligible address.
• Asset threshold: The main applicant must prove that he or she has total assets of no less than 500,000 euros, of which at least 150,000 euros must be liquid assets (deposits, stocks, etc.).
• Permanent residency benefits: Indefinite residency, visa-free access to the Schengen Area, and free public education for children, but you cannot work locally (a separate work visa is required).

Application Process & Advice

1. Buying vs. Renting: Buying a house has a higher total cost (purchase price + 4-5% stamp duty + 5 years of holding costs), but is suitable for those with long-term asset allocation needs; renting has a lower initial investment (annual rent from 10,000-12,000 euros), and is suitable for those who only want to obtain residency.
2. Location Selection: The entry threshold for purchasing property in the south/Gozo is low at 30,000 euros, but liquidity is poor; properties in mainstream areas (Sliema, Saint Julian's) have greater potential for preserving value.
3. Contribution fee is non-refundable: The government donation is €28,000 for the home purchase model and €58,000 for the rental model, plus a management fee of €40,000, which is the pure cost.
4. Cannot work: The main applicant and their spouse cannot be employed in Malta, but they can start a company or hold a non-executive director position.

Malta Permanent Residency Application Process
1. Eligibility assessment and document preparation: proof of assets, criminal record check, passport, and pre-approval of medical insurance.
2. Signed power of attorney: The application must be submitted by a licensed lawyer in Malta.
3. Submit application (Phase 1): Pay an initial management fee of 10,000 euros, and the review process will take approximately 3 months.
4. Complete the investment after approval:
• Purchase a qualified property (provide contract + proof of payment for 30%)
• Donation of €28,000 + remaining management fee of €30,000
Purchase one-year medical insurance.
5. (Optional) Login and fingerprint registration: Most steps can be completed remotely, but the cardholder must go to Malta in person to register their fingerprints and collect the card.
